Steps To Reproduce

I'm running Vaultwarden on Docker with Nginx. I'm trying to enforce 2FA on all users regardless of organisation but for some reason I can't seem to get it to work. When inviting a new user they will be prompted to set a password as usual but they will not be prompted to setup MFA.

When then inviting this user to an organisation that has MFA enforced they will receive an email invite but they are not really prompted to setup MFA, they just get the below error.

Expected Result

When inviting a user to an organisation with MFA enforced but with email MFA disabled, they should be prompted to setup available MFA methods (ex: TOTP, Yubikey or FIDO MFA).

Actual Result

When then inviting this user to an organisation that has MFA enforced they will receive an email invite but they are not really prompted to setup MFA, they just get the below error.
