vaultwarden version: 1.26.0

Install method: Fedora package
Clients used: web
Reverse proxy and version: nginx 1.22.1
MySQL/MariaDB or PostgreSQL version: MariaDB 10.5.16
Other relevant details:

Steps to reproduce

Just set it to false

Expected behaviour

Register button shall not be available

Actual behaviour

SIGNUPS_ALLOWED has no effect
