Steps To Reproduce

I have had signups disabled since first installing Vaultwarden, after enabling SSO, users can now sign up successfully using the SSO link. For curiosity sake, I also threw in an allowed domain as well, and was able to signup even though the sso account wasn't from this domain.

Expected Result

Signing up would be blocked.

I was allowed to sign up
