Subject of the issue

For about 5-10% of users the webvault doesn't always load the entries on login. Can be temporarilly fixed by adding an entry.

vaultwarden version: 1.28.1

Install method: Docker
Clients used:
Web Vault
Reverse proxy and version:
No Proxy as it's only used on the internal network
MySQL/MariaDB or PostgreSQL version:
Other relevant details:
We have about 230 users with aproximately 1 or 2 entries each. A few users have a lot more.
The issue might also be related to the entries itself as I've tried to import a vault from one user in which the entries almost never load.
In the new account it also tends to not load but not as frequently.

Steps to reproduce

Logout and login on users that are affected.

Expected behaviour

The webvault to load consistently on each login.

Actual behaviour

For about 5% to 10% of users the webvault doesn't load the entries of their vault.
By adding an entry the vault loads correctly. After which that added entry can be deleted.
