I have set up a Pangolin server as well as Newt in my target network. My Pangolin server fulfills all prerequisites listed here:

and can be reached through all the ports listed

BUT it sits behind a firewall that doesn't allow ping and I can do nothing about it (organizational policy). Is ping really necessary? Is there a configuration option to Newt such that it just connects without trying to ping before?
