Describe the Bug

My pangolin has been upgraded to 1.11.0.
However, when editing an existing ressource, the rule type "Country" does not appear

Environment

OS Type & Version: Debian GNU/Linux 13
Pangolin Version: 1.11.0
Gerbil Version: 1.2.2
Traefik Version: 3.5.3
Newt Version: 1.5.2

To Reproduce

Upgrade pangolin to 1.11.0
Edit existing ressource to add geoblocking --> It's not available

Expected Behavior

Country will be selectable
