Describe the Bug

When having a site offline, the health check stays at healthy and traefik tries to connect.

Pangolin Version: 1.15.1
Gerbil Version: n.a.
Traefik Version: 3.5.5
Newt Version: 1.8.1

To Reproduce

Shut down a site (Power off)

Expected Behavior

Health check goes to offline
