Version: v1.0.0-beta.10

Steps to reproduce:

add either a specific email address or a wildcard (*@example.com) to the OTP Email Whitelist
visit the relevant URL for the resource
request a new OTP

Expected behavior: email with OTP sent
Actual behavior: "Email is not whitelisted" error displayed

Tried both with an existing and a new resource.
