Describe the Bug

When editing a private resource, UDP/TCP state keeps resetting from Blocked to All when saving any change. ICMP toggle switch is not affected. If state is Custom with ports listed - state retains.

Environment

OS Type & Version: Fedora 43
Pangolin Version: 1.16.2
Gerbil Version: 1.3.0
Traefik Version: 3.6.10
Newt Version: 1.10.2

To Reproduce

create a private resource, set TCP and/or UDP state to Blocked and save
open the private resource again, make any change: rename, add client, user, etc., and save
open the private resource to confirm statis changed to All

Expected Behavior

UDP/TCP state must retain.
