Delayed Email notifications for status page subscribers #527

Describe the bug
Status Page subscribers have been receiving emails with quite some delay period.

To Reproduce
Steps to reproduce the behavior:

  1. Create a new monitor.
  2. Create a status page and add this monitor to it and subscribe for the notifications in status page.
  3. Force the monitor to go offline, so that an incident gets created automatically.
  4. Email should be received within couple of seconds/minutes about the updates on status page.

Expected behavior
I should be receiving emails instantly about incident creation, acknowledgements and any further updates for all the status page subscribers.

Additional context
Sometimes, these emails are coming multiple times in our inbox, creating so much of confusion for our subscribers.

When i check logs in Project settings --> Email Logs, no email notifications related to status pages were on Friday (21st Mar), but present for Saturday (Mar 22nd)

What we noticed is there is an app restart happened (Saturday 22nd) in our cluster and after then all these emails were delivered.
