In some cases, a past incident notification needs to be raised. While the incident is already resolved (or in monitoring), a new incident will always be raised in 'Investigating'. This requires an immediate update of the incident to change the status, and possibly causes confusion with customers.

Describe the solution you'd like
When declaring a new incident, allow to select the incident state. The new incident will then be created in the selected state.
The starting state should also be an optional selection in incident templates.

Additional context
This improvement will make it easier and more intuitive for support/operations personnel to raise new incidents and therefore avoid confusion at customers.
