Allow creation of incidents with past dates (Backfilling history) #244

Currently, the system restricts the creation of incidents to the current time. There is no option to create a manual incident with a timestamp in the past. Without the ability to backdate incidents, we cannot import or manually copy our historical uptime from the old status pages.

Describe the solution you'd like
Allow to set "Declared At" date and time, the same way as it's possible to do for Scheduled Maintenance. Alternatively, just allow to edit "Declared At" once the incident is already created.
