Proposed functionality

Add a field to the tags model such that a sufficiently-privileged user can require that a manual comment be entered by a user when a given tag is set or unset. From the user standpoint, adding or removing said tag from an object will open a text box for a comment which will be applied to the object's change log along with the state change of the tag.

Use case

In many cases tags are used to extend functionality beyond Netbox, enabling or disabling features on other systems. For example, a tag can be used to extend Ansible to enable or disable features on a given system. Another tag can be used to extend backup systems to alter the behavior of backups against a system. While the change log for a system will log who made the change to a given tag, there is currently no way to enforce why that change was made. This can lead to time lost down the road as memory fades and staffing changes and people try to understand what the reason for the original change was. Forcing the user to enter a brief comment at the time of the change would reduce this lost time.

Database changes

A field would need to be added to extras_tag. I would propose something like:

ALTER TABLE extras_tag
ADD COLUMN comment_required
BOOLEAN DEFAULT FALSE;
