Closes: #20571

Updates the following libraries

Package	Old Version	New Version
graphql	16.10.0	16.12.0
graphiql	3.8.3	4.1.2
graphiql/plugin-explorer	3.2.5	3.2.6

Note that we're sticking with React v18 for now as migrating to v19 will require substantial changes to our workflow (UMD is no longer supported).
