Steps to Reproduce

(Originally reported and discussed here: https://github.com/netbox-community/netbox/discussions/21108)

Install NetBox v4.4.10 or v4.5.0 and run the initial setup/upgrade so the database is fully migrated (e.g. via ./upgrade.sh).
In netbox/configuration.py, set a non-English UI language, for example:
```
DEFAULT_LANGUAGE = "fr-fr"
```

Run:

./venv/bin/python netbox/manage.py migrate

(Optional, to see what Django thinks changed) Temporarily enable developer mode:

DEVELOPER = True

Then run:

./venv/bin/python netbox/manage.py makemigrations core --dry-run --check -v 3

Expected Behavior

Changing DEFAULT_LANGUAGE should not cause Django to detect model changes or propose new migrations.

Observed Behavior

After manage.py migrate reports “No migrations to apply”, Django prints:
- Your models in app(s): 'core' have changes that are not yet reflected in a migration
With DEVELOPER = True, a dry-run makemigrations proposes a new migration altering only the DataFile.hash validator message (localized into French), e.g.:
- core/migrations/0021_alter_datafile_hash.py
- Alter field hash on datafile
- The only apparent change is the translated RegexValidator(message=...).

This appears to be a false-positive migration detection caused by localization affecting the serialized field/validator definition.
