additional settings.py options for configuring a Redis certificate and key for mTLS (ie client-side TLS)

Use case

Currently the only SSL options NetBox exposes for settings.py are whether to enable SSL at all, plus options for ignoring certificate validity or setting a root certificate to validate against.

It would be nice if NetBox supported configuring client certificates as well as a CA certificate for Redis configuration.

For that matter, it would be great if there was a better way to set all unsupported fields in the Python Redis APIs (configured through REDIS_CLIENT_KWARGS in RQ queue configs), but mTLS, SSL minimum version, and SSL ciphers are a good start for being able to up the security of Redis connections.
