Pre-change snapshot is not recorded when adding cluster members via UI #480

Steps to Reproduce

Create a device
Create a cluster, selecting the device as a member
Inspect the device's changelog
Edit the cluster
Remove the device from the members list
Inspect the device's changelog again

Expected Behavior

At steps 3 and 6, the update record should show both the pre- and post-change attributes of the device.

Observed Behavior

The post-change data in the changelog entries is accurate, however there is no pre-change data present in step 3 record. Instead, we see a warning message:

Warning: Comparing non-atomic change to previous change record

Looks like the same issue as #20713 for virtual chassis except steps 6 looks good to me.
