Fixes: #21297

This PR updates the installation and administration guides to reference Ubuntu 24.04 (replacing 22.04 where applicable) and refreshes related examples and guidance for NetBox v4.5.

To validate the changes, I started with a fresh Ubuntu 24.04 instance and walked through the installation guide step-by-step, verifying each instruction and updating the documented outputs where they differed.

Changes include:

Updated Python version requirements noted in the docs
Refreshed NetBox shell/management command examples to match v4.5 behavior
Updated example outputs to reflect current recommended practices and compatibility

No functional changes to NetBox are included. This is documentation-only to keep the reference guides accurate and up to date.
