Steps to Reproduce

While importing ip addresses if you specify is_oob true in the first line and following another ip (like ipv6) in the second line for the same device is_oob as false it does not set oob for the first ip address.

Expected Behavior

it should assign oob ip regardless of the import order for the device.

Observed Behavior

if I import like
address,status,dns_name,description,tags,tenant,device,interface,is_primary,is_oob
10.10.10.68/24,active,how-xr8720t-030-bmc.xxx.com,how-xr8720t-030 IPMI,ipmi-network,HOW-WWHP-INVENTORY,how-xr8720t-030,bmc,false,true
2620:10a:a001:aa0B::68/64,active,how-xr8720t-030-bmc.how.lab.xxx.com,how-xr8720t-030 IPMI,ipmi-network,HOW-WWHP-INVENTORY,how-xr8720t-030,bmc,false,false
11.68 ip is not set as oob ip.
but if I import like
