Steps to Reproduce

Create a virtual machine
Create view permission for test user
Visit /virtualization/virtual-machines/ with the test user
"Add components" button is displayed

Expected Behavior

"Add components" button should not be displayed

Observed Behavior

"Add components" button is displayed
When you click on the button, an empty list is displayed.
