Fixes: #20923

Convert to new layouts. Actually most were just simple conversions, VRFs and Route Targets needed some extra to make the Import and Export side-by-side like the old pages.
Couple pages needed and "Add xxx" button added in the top button bar.
VRF needed some display Attr created.
