Description

Attempting to login with an account with 'User' or 'Site Manager' role results in 'Access Denied message.

How to reproduce

Go to: /admin/users page and select a user.
Change Role to 'User' or 'Site Manager'
Open a private tab or new browser
Attempt to login
'Access Denied' (unless admin role)
