[Bug] VRCX showing .NET 8 Install/Update Prompt even when it is installed. #945

Describe the bug
The nightly builds since the .NET 8 Upgrade don't work on my windows machine, regardless of the installed runtime.

On Windows 10 Pro it shows this window:

I tried reinstalling/repairing and rebooting the runtime multiple times.

To Reproduce
Steps to reproduce the behavior:

  1. Use one of the recent nightly builds on Windows 10 Pro.
  2. Try to open VRCX
  3. See the install/update prompt, even when it is already installed

Expected behavior
VRCX should run fine with the right runtime installed.

What version you are running
Latest nightly build, and also tried the zip from 312519bcf6, with the same issue.
