Describe the bug
Lately been having this issue where unless XSOverlay Notification is enabled, the OverLay sometimes appear and sometimes don't?
To Reproduce
Steps to reproduce the behavior:

Go to VRChat in VR
It's quite common that it will be borked already xD

Expected behavior
Overlay to show up everytime
