Explain in detail what your suggested feature would be used for.
Would be nice if I can add users to some VRCX local (app only) lists

Describe how it would look if it requires a UI.
Add a menu entry in user popup, something like "Add to local foder"

And a menu item in the main sidebar which will display all the users added to local groups (probably with note and memo displayed alongside with it).

Explain why people would want to use it.

Sometimes I want to keep and remember some users, which isn't my friends and I don't want to friend them.
