Explain in detail what your suggested feature would be used for.
VRChat has a limit on how many notes can be added to users, being 2000 (or 2099?). Once you reach that limit, it's hard to add new ones, because you have to remove it from someone else first.
Have an interface to see everyone's notes would let you remove old notes easily. Another way would be to let you select people, and transfer their notes to memos instead.

Describe how it would look if it requires a UI.
A few ideas come to mind.

A new page or panel that shows (every?) player with notes (may be unnecessarily api-heavy). It would let you select multiple people and apply actions to the users you selected, like the bulk unfriend list. Since notes can also be added to people you haven't friended (and even from the vrc website without joining them first), the list would consist of non-friends as well. The original friends list could be modified to have a button that shows everyone with a note. It could implement #670 .
Have a section in the advanced settings, with a button to move a user's notes to memos. There could be a checkbox to exclude friends' notes, and there can be a slider to exclute any users you've seen in the past x days/months. For example, reset all user's notes and move them to memos for every user that you haven't joined invthe past 6 months and isn't a friend.
