Describe the bug
If “Enabled” for “YouTube API” is unchecked, when I try to save an API key, I always get an “Invalid YouTube API key” error, even if the key is valid.

However, as soon as I enable “YouTube API,” if I try to save the same key, I get a confirmation message that the key is valid.

For comparison, with the new “Google Translate API,” even if “Enabled” is not checked, when I save the key, I do get a confirmation message that the key is valid.

To Reproduce

  1. Disable (uncheck "Enable") "YouTube API" settings.
  2. Enter a valid API key
  3. Click on "Save"

Expected behavior
Get a confirmation message if the key is valid or not, even if “YouTube API” is disabled, like “Google Translate API.”

What version you are running
