There seems to be a bug with the JavaOSC library that makes it dysfunctional on version 0.9, specifically when enabling osc trackers the server crashes.

See relevant issue on the library's github: https://github.com/hoijui/JavaOSC/issues/75

This PR just downgrades it to 0.8, which was used before PR https://github.com/SlimeVR/SlimeVR-Server/pull/1746
