Type %APPDATA%\GIMP into the dialog and press Enter;

Paste the 3.0 folder inside the GIMP's folder that you just opened.

This ignores that step 8 is going to lead to:

So you probably want step 9 to be "replace all files" and then renumber the current step 9 to step 10.
