External 4k monitor over Type-C, MacBook lid closed

How to reproduce

Get New Version dialog opened
Scroll the content

Actual results

CPU spikes, scrolling is choppy, view updates every ~2 seconds

Expected results

Smooth view scrolling to read the release notes.
