How to reproduce

Load a cone (or any object, where "slow down printer for better cooling" kicks in.)
set Printer -> Motion ability: Resonance Avoidance Speed min ad max (i.e. 40 and 90 mm/s)
Make sure, "Don't slow down outer walls" is OFF

Actual results

Resonance Avoidance Speed is set to: 40-90mm/s

Yet orca would print outer walls with 60mm/s (causing ringing on my printer):

Expected results

Don't print outer walls with the speeds, specified in "Resonance Avoidance Speed" setting
