How to reproduce

I've been noticing that at random I will get blemish burnt marks on my outer walls of some prints. I use dynamic overhang speeds and found that if left enabled, it reduces the area in which I see blemishes in the print to 10mm/s and reason I get those blemishes is the extrusion is way too slow. Photo where all extrusions show green is with overhang speed setting disabled. Photo where blue and green is shown on extrusions is with it on. Maybe there is a setting I am overlooking, but I don't believe so. Open to anything to fix it otherwise.

The blue in the preview screen is where it changes to 10mm/s instead of my desired 80mm/s there

Expected results

Don't slow down for outer walls is enabled by default, therefore desired behjavior should be this outer perimter should stay at 80mm/s (my configured outer perimeter speed).
