Missing top surface under vertical wall - weak print #2009

This is my first bug/issue report, hope I`m doing it right.
I have been looking through the issues for more than 1hr already and didn't find anything similar.. I remember some function that was strengthening the model under walls, but not sure in which software.. cura maybe? haven't used it in a lot time.

  2. Inner wall of the raising pipe (note you can see the infill between the vertical inner wall and the "top" surface inside the pipe):

The problem is that if I have a shape with a vertical wall starting from a surface, there will be absolutely no "top layer" printed under the respective wall, but only infill... that will obviously make the part much weaker and will not insulate the inside cavity from the outside world, allowing dust, water and debris to enter the inside of the printed object.

If Im not using some setting correctly, please do tell me.. Im really desperate in having my prints strong and not have sand / water enter the part...

How to reproduce

  1. open the attached stl
  2. slice the attached stl
  3. I use 3 walls, 4 top shells, 3 bottom shells, 20% 2-lines-cubic infill, then from 8mm upwards a 1-liner 75% aligned rectilinear spinning 5 degrees every layer..

Actual results

the walls of the rising pipe (fom the hex nut head) are literally printed in thin air (on the infill)

Expected results

walls should be printed on "top" surfaces... or top surface should be extended under the walls...
