Extraneous support created for small complex models, even with "Remove small overhangs" #1421

How to reproduce

With the attached project file:

  1. Press slice and view the top of the sliced miniature.

To recreate the project file from scratch:

  1. Download miniatures.
  2. Load "reclaimer_8.stl" onto the build plate.
  3. Use [Elegoo Centauri Carbon 0.2 nozzle], with [Elegoo PLA], and the [0.08mm Optimal] profile.
  4. [Enable Support] [Style: Snug]

Actual results

There are numerous small chunks of support interface that are in many cases printing in thin air.

I have seen more egregious support interface for other miniatures, but those are not free, so I don't believe I can upload those. I will still add screenshots though.

Expected results

One would expect supports to be generated only for the regular size overhangs (however it is Orca defines "small"), and only in cases where it would be of help. Below is a side by side comparison, with he left being what I would expect, achieved by manual support painting, and the right being the current behavior.

It's also not clear to me what exactly "remove small overhangs" does. That setting doesn't seem to affect support generation at all. It seems like it should be marking overhangs of just a layer or two as not requiring support, but the documentation is quite sparse on the matter, and I am not familiar enough with this code-base to figure out how the support generation actually interacts with this setting.
