Closes #10485
The problem was a silent error when you wanted to replace with step.
I modified it so that if it takes stp or step, it calls the step importer (or use the default values if enable_step_mesh_setting is set).
Updated the menu label and tooltips to 'Replace with 3D file' for clarity.
