Bottom surface flow ratio only applies to first layer infill and does not affect walls #1181

How to reproduce

Change "Bottom surface flow ratio" value on "Quality" tab.
Control flow rate in 'flow' windows at upper-right side.

Actual results

Walls flow rate not affected at all. Only first layer infil flow rate changes.

Expected results

Flow rate value must affect all the first layer lines.
