Using 0 for support z distance causes interface layers to stop generating as intended #1139

How to reproduce

Slice a part that has a 90 degree overhang, and change support to have 0 z distance on the top and bottom. Paint on supports on the overhang. Use manual tree supports, organic type. Observe the difference between interface layers generated when z distance is 0 vs. z distance at 0.2mm.

Actual results

Interface layers are more sparse and are changed to concentric when set to 0 contact distance. They do not support the surface well at all.

0 distance:

Expected results

Setting to 0 distance should just use the same pattern as when it is set to 0.2.
