Users who are not logged can only access the login screen.

Describe the solution you'd like
A setting (or IAM role) to permit anonymous (not logged in) users to access the archive and search features.

Describe alternatives you've considered
public-inbox

Additional context
This would be useful for communities that would like a public archive of their email communications. This would also allow the archive to be indexed by search engines.
